As budget compilations come and go, there are so many that are easily dispensable and forgettable, taking their place on dusty racks in convenience stores and interstate rest stops across the nation. But this one isn't so bad. The combination of Atlantic Starr and L.T.D. -- two of the best soul ensembles of the late '70s and early '80s -- complement one another well, with each group offering up a sampling of their best works including Atlantic Starr's chart topping R&B quiet storm ballad "Secret Lovers" and L.T.D.'s "(Everytime I Turn Around) Back in Love Again." Number Ones replaces Design of a Decade, released 14 years prior. Excepting the new song "Make Me" (hard neo-disco/funk excellence), each song here was indeed a number one hit on Billboard's various charts, though "Got 'Til It's Gone" sneaks through a side door via the Japanese charts. Though a browse through Billboard chart books might suggest Carol Douglas was a one-hit wonder, the story is not that short. Besides her Top Ten R&B and Top 15 pop 1974 single "Doctor's Orders," Douglas subsequently scored a number of successful dance singles, including 1976's "Midnight Love Affair" and 1979's "I've Got the Answer." This collection contains all of her '70s essentials for Midland/RCA, as well as two of her '80s recordings for Next Plateau. Highlights include the subtly sassy "Who, What, When, Where, Why," later recorded by Dionne Warwick; "My Simple Heart," a simple yet catchy club number with a funkier edge than most of Douglas's material; and the classic "Midnight Love Affair" -- its quiet passion and fervor atop an irresistible but not overbearing beat is timeless.
