This second album by the former Mouseketeer turned nymphet heartthrob breaks little new ground compared to BABY ONE MORE TIME. The formula here remains, deliberately, the same: a candy-colored mix of Eurodance, hip-hop, and old-fashioned pop ballads. As before, the lyrics split the difference between "Baby, I love you so bad," as in "Can't Make You Love Me," and "Sorry, I think of you just as a friend," in the title song.

Call it the "light side of the moon," this album draws the listener into its own astral plane with a glossy and gauzy sound similar to Pink Floyd without the darkness, or Alan Parsons Project without the dorkiness. The new age/space ideology isn't far removed from Gong's original alternate reality (remember the Octave Doctors?), spelled out best during the album's true point of transmigration, "Saucer Surfing." Hillage's guitar work is typically transcendent, Giraudy's keyboards a vital component (note the Doctor Who-isms of "Searching for the Spark"), and Joe Blocker's drums a frequent breath of change. Steve Hillage doesn't have the vocal presence to reach out to listeners; at best, he can meet them halfway. $13.39 Arc and Sender is, at its core, a three-piece ensemble that seems to have found a balance between the eerie, slow-building epic instrumentation of Godspeed You Black Emperor! But it is within a context that brings to mind Yo La Tengo or rapid-fire Sonic Youth, especially on the driving, pulsating "Hundred-Year Flood," which recalls Primal Scream's "Shoot Speed Kill Light." There are no drones or spacy fills heard, just a group that seems to have found what works and runs with it. The middle portion slows things down into an indie rock milieu prior to taking it down into prog rock territory. "Semblance" is a contemplative, reflective piece that draws you in and mellows you out.
