NCM East Records is pleased to announce the release of the self-titled debut album from Justice on a Budget (NCM 40123), a core trio of musicians from the Philadelphia area who craft bold compositions through the language of improvisation. The group explores genres and themes that are linked by simple structures, resulting in expressions from standard jazz to post-rock to breakbeat and beyond. For this recording, the addition of guest musicians ranges from Brazilian and Afro-Cuban percussionists to four part horn chorales, augmenting the scope of sounds offered by this thoughtful and dynamic trio. With this unique debut, Justice on a Budget will deny and maybe even confirm your wildest categorizations.About Justice on a Budget: Featuring Eric Hastings (drums, percussion, loops, electronics), John Conahan (pianos, keyboards, synths), and Cory Neale (double bass, electric bass, turntables), Justice on a Budget began as an informal collection of musicians who gathered to improvise over very loose structures and soundscapes, with all preconceptions left behind. Songs tend to run well under four minutes (a gently swinging "Just In Time" clocks in just under two), with only a minimum of room for Fitzgerald to break into her legendary scatting. $9.99 With this album, Herb Alpert and the Tijuana Brass settle into their hitmaking groove, the once strikingly eclectic elements of Dixieland, pop, rock, and mariachi becoming more smoothly integrated within Alpert's infectious "Ameriachi" blend. They sound more like a band now; along with Alpert's now-indelibly stamped trumpet sound, we can recognize jazzman John Pisano's distinctive rhythm guitar, Lou Pagani's piano, the droll Bob Edmondson's dulcet trombone, etc. Pisano, who debuted as a composer on Going Places, comes up with a memorably whistleable song "So What's New," and the rest of Alpert's songwriting brigade (Ervan Coleman, Julius Wechter and Sol Lake) chime in with some lively, catchy tunes. There is also an assortment of pop, film, and Broadway standards of the day, all impeccably arranged by Alpert, whose production instincts grew sharper and surer with every release. $6.09 Steve Tyrell has attracted enough attention for his two regular albums, A New Standard and Standard Time, that he is almost beyond journalists' usual tack of describing a new singer's voice by who he sounds like; pretty soon, they'll be saying that other singers sound like him. But it remains true that if you have never heard him but you are familiar with Dr. John, your first reaction upon hearing him is likely to be that you are listening to Dr. John. Well, maybe a younger Dr. John, and one whose accent isn't quite as swampy. But the basic elements -- the grit and gravel in the tone, the slurred, deep South phrasing -- are much the same. Of course, Tyrell comes by the sound of his voice honestly, hailing from Houston, TX, and boasting a musical career (albeit, behind the scenes) as long as Dr. John's. But it remains true that Dr. John got there first, and so the comparison remains inevitable. As on his regular albums, Tyrell lines up a cast of jazz heavyweights for these small-group sessions, allowing plenty of space for soloing, particularly by trumpeter Clark Terry, who shines on "Rudolph the Red-Nosed Reindeer" and "The Christmas Song." Tyrell is at his best on the bluesier numbers, especially "Merry Christmas Baby," but he adds soul to anything he sings. His fans are likely to welcome this just as they did his first two albums. But don't be surprised when you've got this disc in the CD player on Christmas Eve and your visiting cousin Shirley says, "I didn't know Dr. John made a Christmas album!" ~ William Ruhlmann

The Brazilian-oriented set consists of eight Mulligan originals (including "Tema Pra Jobim," which finds him switching to piano, and "Willow Tree") and three other numbers, with "Wave" being the only standard. Duboc sings well, although her voice never sticks in one's mind, and Mulligan has short solos and mostly sticks to the background; they are joined by a couple of Brazilian rhythm sections. $7.99 Big Swing Face not only reissues the second recording by Buddy Rich & His Big Band but doubles the program with nine previously unissued performances from the same engagement at the Chez Club in Hollywood. Rich's orchestra was in its early prime, displaying a very impressive ensemble sound, charts by Bill Holman, Shorty Rogers, Bob Florence, Bill Potts and others, and such soloists as altoist Ernie Watts (a newcomer), trumpeter Bobby Shew, Jay Corre on tenor and the remarkable drummer/leader. Even with the presence of "Norwegian Wood" and "The Beat Goes On" (the latter features Rich's teenage daughter Cathe on a vocal), this is very much a swinging set. Rich has some outstanding solos and lots of drum breaks but does not hog the spotlight; he was justifiably proud of his band. ~ Scott Yanow
