Robert Walter revisits his Clinton Administration project, but with wholesale changes this time out. First off, the only players remaining from the first album are Walter and percussionist Chuck Prada, who team up with fusion jam band Garaj Mahal, drummer Stanton Moore (Galactic), and additional guitarists Michael Lee Firkins and Charlie Hitchcock. Secondly, rather than doing more George Clinton tunes, they shift the focus to the songs of Sly Stone. There is no doubt that Sly & the Family Stone delivered some fantastic tunes, but they were never the non-stop party band that the P-Funk All Stars are, and it's that difference that sets Take You Higher apart from One Nation Under a Re-Groove. "Everybody Is a Star" and "You Can Make It if You Try" may be uplifting songs, but it's more due to the lyrical sentiments than the music itself, and divorced from the lyrics, the songs just don't stand up the same way. Another thing is that as these songs get stretched out so the bandmembers can strut their stuff a bit, they tend to lose the focus of the tune, and sort of devolve into jamming. Case in point: "Everyday People" sounds more like they were trying to play "Shhh/Peaceful" from In a Silent Way, with the melody for "Everyday People" dropped in sporadically. It's all well played, to be sure, and there is some great soloing, but this album would probably appeal more to folks who are already Garaj Mahal fans rather than those who picked up the last Clinton Administration set. Perhaps it's the nature of a project like this that it runs out of steam fairly quickly, but One Nation Under a Re-Groove was so strong that they can surely deliver another album that lives up to it. Tight Phantomz first appeared with 2004's Nightfool EP. It didn't really cash in on great song titles like "Ninja Talk" and "$3 Relapse," but the Chicago trio (featuring Mike Lust and Jay Dandurand, ex of Lustre King) proved it wouldn't back down in a revivalist hard rock fight with Bad Wizard or Fu Manchu. Crazy When Wet is more of the same -- stinging riffs, pounding drums, and vocals like a tumbledown Marc Bolan. But it also feels like something made with love for decades yore. "Hash Sisters" has a thumping cowbell and lyrics about teenage queens, "Stranded" crosses the legacies of Nazareth and the Sweet (complete with fizzy keyboards and high harmonies in the chorus), and "DUI in St. Charles" has some particularly stinging guitar work from Lust. $13.15 ORCHESTRA OF BUBBLES is truly greater than the sum of its parts, and it's an album made of some pretty wonderful parts. Ellen Allien brings to the album her brand of cool, precise techno, while her co-conspirator Apparat, also known as Sascha Ring, has developed a more syncopated, obsessively detailed sound. The result is a richly layered collaboration that excels in both its atmospheres and its minutiae--it's moving without being cloying, and flows smoothly but never on a perfectly even keel. Disc unheard, the collaboration between DJs Ellen Allien (of the BPitch Control label) and Apparat (Sascha Ring of the Shitkatapult imprint) is far from a natural match. Both are iconoclastic with different approaches to electronic music in general and dance music in particular, though it should be noted from the outset that Orchestra of Bubbles is not their first collaboration. They've worked on remix projects together, and done one another's remixes for a few years now. Allien has worked tirelessly to engage the club dancefloor with her albums and 12"s, whereas Ring has taken a more aesthetic and strategic approach. ...
