When Pere Ubu reformed in 1987 with THE TENEMENT YEAR, the newfound pop elements of their sound disturbed a lot of the band's older fans. The following albums only increased the They Might Be Giants-like skewed pop content to the point that the band had an actual MTV/college radio hit with 1989's "Waiting for Mary."
1998's PENNSYLVANIA is a sudden and startling about face from the poppier albums that preceded it, reverting Pere Ubu back to the noisy assaults of the NEW PICNIC TIME era. The return of original Ubu guitarist Tom Herman to the fold likely has much to do with this regained noise-rock immediacy, and singer/songwriter David Thomas responds with some of his most impassioned and bizarre tunes in years.

No band has sustained as much alt-credibility as long as Pere Ubu. While St. Arkansas doesn't divert from the paths the bandmembers have already traveled, it's worth remembering that these guys started this trip 27 years prior to this album, and noting as well that their lyrical and musical creativity is undiminished by time. Recorded dry, with a boxlike ambience, David Thomas's vocals gnarl like a weed, repulsive yet irresistible, in a garden of broken glass. While the band scatters shards of pointed sound around him, Thomas tells cryptic, twisted tales; on "Slow Walking Daddy" his strangled bleat transplants a Willy Loman character into shadows of vague but looming doom. Is it possible that someone was following the Stooges around circa 1972-1973, taping their every move? It certainly seems that way, as evidenced by the overabundance of outtakes and demos that has surfaced from the group's Raw Power period. Astonishingly, this 1995 album--the band's 10th--is as sweaty with inspiration and ideas as any of its predecessors, and keeps several stylistic balls in the air. It also boasts both a song called "The Beach Boys" and a song by the Beach Boys, the former a kind of tortured folk-rock song with a surprisingly catchy chorus. Other standouts include "My Friend is a Stooge of the Media Priests," a hard-hitting metallic rocker wth an imposing hook, and "Montana," which sounds like marching band music for a very twisted parade.
