When a "Dreamer" performs a ritual sacrifice of her two children in the name of the cult of the Sleeping God, Mr. Moon shuts down all police procedures related to the case and transports the suspect to a secret location for holding. He also sends a grotesque sculpture found at the scene of the crime to Kenneth Reece Warren, a psychologist and art gallery owner who may have some answers.
