Two years after scoring platinum success with MY GHETTO REPORT CARD, E-40 returns with one of his most eclectic LPs to date. On THE BALL STREET JOURNAL, the rap vet and foremost emissary of the Bay Area sound lays his unmistakable flow over beats by Lil Jon, Jonathan Rothem, Akon, T-Pain, Drumma Boy, and DJ Nasty, among others. Opening the record by rightly proclaiming himself "The Ambassador," 40 Water goes on to rip a characteristically crunked-up Lil Jon beat alongside Shawty Lo on "Break Ya Ankles" and take a Cali-centric turn on the West Coast gangsta anthem "Pain No More," featuring Snoop and the Game, before really letting his bombastic flow loose over the swelling drums of "Tell It Like It Is." E-40 also passes the mic to guest MCs Turf Talk, R. City, Bun B, Gucci Mane,B-Legit, Too $hort, and Ice T. Arriving a year later than expected, E-40's 2008 effort has more than enough highlights, but the track list is hopelessly stuffed and scrambled, like someone just turned over the vault and let the two previous years of recordings fall where they may. Oddly enough, The Ball Street Journal begins just like 2006's My Ghetto Report Card, with a Digable Planets sample and a brag track that rightfully declares E-40 the Bay Area's ambassador. Two cuts later and the previous album's "Tell Me When to Go" gets quoted on "Break Ya Ankles," with guest Shawty Low and a production so obviously Lil Jon his name needn't have appeared in the credits. The love of dancehall returns on the particularly good "Hustle" with Turf Talk and R. City, but much less welcome is the resurrection of the "drip" noise which gets looped on "40 Water," making it more like water torture. As far as new ideas, the kooky bassline on "Got Rich Twice" from Droop-E drives both E-40 and Turf Talk to get loose and wild on one of the album's more inspired performances, and "The Recipe" wins thanks to the silly cooking show samples that are bizarrely twisted into instructions for preparing crack cocaine. I was kinda......... Not feeling this one it has some tight stuff on it like all of 40s albums but I just felt like it wasnt the best follow up to the surprisingly good Ghetto Report Card. At times on this cd its like the beats are lost and the guest didnt bring there A game like on the lack luster Game and Snoop calbo it didnt really seem like either one of them showed up for the track. There were a couple of tracks and beats that I just didnt think fit and I hate that song with Akon nad the fact he did like everyone else and HOOKED UP WITH T-PAIN at least therre was NO LIL WAYNE thank god!!!!!!!!!!!!!!! 40 water done did it again!! With his eleventh solo release, 40 has elevated his game once again. Its just amazing how he's been able to stay relevant in such a fickle industry. Standout tracks include big time, pain no more, pray for me, Earl, alcoholism, hood boy, the ambassador, and got rich twice. Its full of good songs and great production.
