The record continues with the atmosphere of a raging party, with rappers Fabolous and Joe Budden dropping by to lay down rhymes (Budden has some particularly mighty moments on "L.O.V.E."). Milian's vocals possess enough imperious swagger to pull off the upbeat dance numbers, but also the requisite coy desire to spice up the slow jams (ballads "Miss You Like Crazy"--not a cover of the Natalie Cole song--and the enthrallingly luscious "Highway"). Milian's music struts with a power belying the singer's age, making the funky IT'S ABOUT TIME an entertaining record from start to finish.
Cuban-born pop chanteuse Christina Milian got her start as an actress on TV sitcoms, but from the beginning of her second record, IT'S ABOUT TIME, she makes it clear that, like other teen sensations, she's not that innocent. Opening track "Dip It Low" features a frenetic, sensual dance-floor beat with just a hint of Asian flavor, as Milian counts off numerous ways for women to drive their men crazy.

In addition to her transformation from a teenage pop/TV star to an international music sensation, the 25-year-old vocalist followed motherhood with a divorce and also stepped away from longtime production partner Rodney Jerkins. In the process, Brandy cast herself in a much sexier and more mature light, which is reflected throughout these 15 songs.
Brandy's wisest moves were enlisting hip-hop guru Timbaland behind the boards and bringing Kanye West along for the ride as well. $8.99 As a rare female voice in the world of crunk, Ciara is in the unique position to offer a counterpoint to the multitude of hits like Lil Jon's "Get Low" and Petey Pablo's "Freek-a-Leek," which feature men going into clubs and calling out any attractive female. On Ciara's breakout single, "Goodies," the singer coos sultrily--but forcefully--about her independence and how she refuses to be treated like an object, even enlisting the aforementioned Lil Jon and Pablo help out, producing and guest rapping, respectively. It's no wonder "Goodies" was a 2004 summer smash, with its singularly disarming combination of an empowering message backed by an intoxicatingly sexy beat.
Ciara's debut record takes its name and direction from the aforementioned hit, backing up her outstanding single with a slew of aggressive, seductive dance-floor hits cut by sweet ballads (a la Beyonce), as the vocalist asserts both her self-dominion and her natural vulnerability. It certainly doesn't hurt to have a friend in Jazze Pha, one of the ablest producers in the game, who seems to have an affinity for Ciara's every sway. $12.75 Nelly broke out in 2000 with his debut, COUNTRY GRAMMAR, and its infectious summer-anthem title track. Two years later, the St. Louis rapper dropped the multi-platinum NELLYVILLE and another summer anthem, "Hot in Herre," which balanced raw carnality with a deft pop hook. Nelly has always possessed this duality of unrefined energy and a melodic sensibility, and, in 2004, he decided to break the two aspects of his music into separate albums, SWEAT and SUIT.
On SUIT, he focuses on his more cultivated side with a constantly engaging, tightly produced record, filled with memorable singles. Just because there's a measure of manner pervading the record doesn't mean that Nelly's not having fun, as the disc ranges from the inspired balladry of "My Place" and the borderline-chopped-and-screwed haze of "Woodgrain and Leather wit a Hole." SUIT is still a party, and, as it's a Nelly party, there are tons of VIP guests crowding in. Most excitingly, both Snoop Dogg and Ronald Isley appear on the sly "She Don't Know My Name," and Nelly shows off his versatility with the odd mix of country and rap on "Over and Over" with Tim McGraw. Nelly knows how to go pop without losing his street edge, and SUIT is a prime example of this prowess.
